Please repeat in turn to Weihaiwei the following

telegram which has been received from the Secretary of State and

is new repeated to you. Begins:-

September 19th. With reference to my cypher telegram

of August 7th the Secretary of State for Foreign Affaira wishes

to be informed whether any Dominion er Colony has at present

any German Consular Officers detained against their will. Ho

considers that they should all be permitted to leave, in the

absence of any serious objections. Please reply by telegraph

and state whether my such consular officers are so detained.

Repeat the above message to the Officers Administering the Governments of Hongkong and Weihaiwei. End of message.
